Project SPINDEC support synergies and mutual learning across national and regional initiatives in Europe to reach industrial decarbonisation. To do so, the consortium has already identified the priorities for the different Members States and Associated Countries using a typology of instruments/initiatives in the field of Industrial decarbonisation. The project is structured around an operational logic of action: from coordination and knowledge exchange (Objective 1), to mapping and gap identification (Objective 2), over accelerating implementation (Objective 3), and finally valorization and dissemination (Objective 4). This approach ensures both increased collaboration, strategic alignment and practical impact, directly addressing the Horizon Europe CSA topic’s expectations while prioritizing added value for MS and AC.
The overall priorities and approach for implementation is visualized in Figure 1, with the overall goal to realize five different impact pathways (IP): Structured and sustained governance for aligned decarbonisation strategies (IP1), Shared roadmaps and monitoring tools for policy convergence and strategic investment (IP2), Capacity building and communities of practice (CoP) for implementation and acceleration (IP3), Strategic valorisation through INCITE and targeted communication and dissemination (IP4), and Policy-driven acceleration of Europe’s just and competitive industrial transition (IP5).
Objective 1: Enable a structured coordination among Member States and Associated Countries
Strengthen cross-country cooperation and alignment on decarbonising EII by coordinating European, national, and regional actions, supporting ERA and SET plan priorities, and fostering active networking, knowledge exchange and whole-of-government approaches for effective R&I deployment. A multilevel and multi-agencies governance structure will be established.
Objective 2: Map, compare and update EU and national decarbonisation strategies
Accelerate the decarbonisation of EII by supporting ERA Action implementation, facilitating the development and update of national decarbonisation roadmaps, building a comprehensive overview of strategies, aligning them with European initiatives. To avoid duplication and maximize synergies, the project will deliver targeted and analytical mapping of national strategies, identifying under-addressed priority gaps where further action and support are most needed, while strengthening knowledge, monitoring tools, and indicators to track progress effectively.
Objective 3: Identify, share best practices and accelerate implementation in Industrial Decarbonisation
Foster effective industrial decarbonisation by going beyond mapping and coordinating. The project will actively support best practice exchanges, active networking, benchmarking, mutual learning and community building among MS and AC. It will build knowledge and expertise on decarbonisation roadmapping and implement analytical work and collaborative workshops to address the most pressing gaps, based on analysis of countries’ priorities (see Objective 1).
Objective 4: Knowledge valorisation and strategic dissemination
Enhance knowledge valorisation by making projects accessible on the INCITE Platform, following the Joint Research Centre’s methodology, and by promoting the uptake and use of the project knowledge.
SPINDEC establishes a structured and sustained multi-level governance model. A Steering Board of MS and AC will set agendas and priorities, while a Project Management Team (PMT) will bring together partnerships and research organisations into a community and coordinated framework that enhances operationalisation and concrete support for implementation. Building directly on the recommendations of the MLE on Industrial Decarbonisation, the SET Plan, and other EU initiatives, SPINDEC integrates structured coordination, targeted mutual learning, strategic roadmap updates, and knowledge valorisation into a single coherent action and investment acceleration. In doing so, SPINDEC provides MS and AC with the tools, frameworks, and collaborative mechanisms needed to accelerate progress towards Europe’s 2050 climate neutrality goals, while at the same time strengthening industrial competitiveness. In other words, SPINDEC is not only about knowing what to do, but also about knowing how to do it — and having the capacity and skills to act.
SPINDEC aims to accelerate Europe’s transition towards a climate-neutral, competitive and resilient industry by turning decarbonisation strategies into coordinated, practical action.
The project brings together Member States, Associated Countries, policymakers, industry and research organisations to align strategies, strengthen cooperation and accelerate the implementation of industrial decarbonisation solutions. By sharing knowledge, developing common approaches and supporting the update of national roadmaps, SPINDEC will help overcome the fragmentation and implementation gaps that can slow Europe’s industrial transition.
SPINDEC’s ambition is not only to define what needs to be done, but to strengthen Europe’s capacity to deliver it — supporting investment, enabling the deployment and scaling of low-carbon technologies, and creating an environment where innovation can move from pilots to industrial application.
Ultimately, SPINDEC seeks to contribute to net-zero industrial emissions by 2050, while safeguarding Europe’s competitiveness and strategic autonomy. It aims to build lasting cooperation, knowledge-sharing and policy mechanisms that can continue to support Europe’s industrial transformation beyond the lifetime of the project.
Work Package 1
Project Management and Coordination
Objectives: Ensuring the effective coordination and administration of the SPINDEC project, including project governance, quality assurance, risk monitoring, ethics monitoring and progress evaluation. The work package provides the management structure required to ensure the timely delivery of high-quality project results.
Work Package 2
Mapping, Comparing and Updating Decarbonisation Strategies
Objectives: Developing a robust analytical framework to map, compare and benchmark national and regional industrial decarbonisation strategies and action plans. The work package identifies common priorities, complementarities, and gaps, while supporting stronger alignment with relevant European initiatives and policy frameworks.
Work Package 3
Scoping Member States' Priorities
Objectives: Supporting Member States and Associated Countries in refining their priorities for industrial decarbonisation policy implementation. The work package identifies the most relevant policy instruments, implementation needs and areas for collaboration, providing the basis for the activities developed under WP4.
Work Package 4
Implementation Policy Solutions
Objectives: Accelerating the implementation of industrial decarbonisation strategies through working groups, communities of practice, benchmarking, and mutual learning activities. The work package focuses on practical policy solutions related to innovation actions, de-risking investments, regulations, coordination, competitiveness, and policy mixes.
Work Package 5
Communication, Outreach and Dissemination
Objectives: Maximising the visibility, accessibility, and impact of SPINDEC results through communication, dissemination, and stakeholder engagement activities. The work package develops the project identity, communication strategy, dissemination activities, open science actions and exploitation roadmap to support the long-term uptake of project outcomes.
